You need to read the consent order to understand what they can and cannot do when filing a lawsuit against you and then hold their feet to the fire in discovery letting them know that you are aware that they are violating the consent order and will be making it a large part of your defense. They did not have a readable copy of the contract and did not produce one within 30 days after serving the complaint as required by the order. They were also requested in discovery to provide the full bill of sale including the agreements that were part of the bill of sale, etc... After they got all the discovery request which let them know you were aware of the consent order then they slowly went away and failed to show up in court and the case was dismissed. According to the judge, the case didn't need to be dismissed with prejudice as the consent order prevents PRA from refiling the case in the future (which I was not aware of). I was aware that they are prevented from selling the debt to anyone else according to the order. Thanks to KillDebt for bringing the consent order to my attention. :)

The bottom line is reading the consent order and listing all the things that they are prohibited from doing as well as listing all the things that they are required to do before filing a lawsuit. Take these two list and compare them against what PRA has actually done in your situation and see if you can discover any violations. Did they have the contract before filing the lawsuit? If so, did they provide a copy to you within 30 days? In discovery you should be asking for the agreements that actually control the terms of the bill of sale of the batch of debt they bought which they will probably never produce but are required to produce. Are you talking about the consent order between the debt collector and the regulatory agency? I found one in 2023 for the bank I'm dealing with but it was mainly regarding discrimination against Armenians.
