Maryland does not allow counter affidavits or motions to dismiss in small claims court. We can only answer

In MD, small claims are informal and quick. You answer and show your evidence in court.

Make notes from the counter affidavit and use them in court when you explain your defense. You cannot submit or hand it to the judge because it's subjected to Hearsay rule.

Check the rules. Is there a specific rule preventing your filing something denying the claim against you?

No specific rule prevents you from filing a denial; in fact, Maryland rules require you to file a Notice of Intention to Defend. I saw one case was dismissed by LVNV when an attorney answered for the defendant, "The Defendant denies all claims made by LVNV."
