After my simple denial answer (no affidavit) was filed PRA is filing a Request for "Dismissal, Entire Action Without Prejudice"?! They are requesting it however, WITHOUT prejudice.
I would like to discuss how to respond. I'm not sure how I respond or what my next step would be. Off the top of my head, either:

make my own request to dismissal WITH prejudice (best option?).

pressure them to provide evidence of their owner ship, and like you said, say in fact you owe ME money for my monetary damages for having to make a response.
-
compel arbitration and dismissal with prejudice.
I'm in California. The credit card was with Citi Bank. The amount is for $17k.

BTW, if they want to dismiss, that is a good thing, even without prejudice. You did something that bothered them and now if they come back again, you can be better armed and perpared.
